A Transmission System Operator manages the high voltage network, balancing supply and demand in real time while ensuring secure power flows across regions. TSOs coordinate generator dispatch, maintain system frequency, publish interconnection requirements, and interface with regulatory bodies. They are responsible for long term transmission planning, congestion management, and cross border coordination.

Modern TSOs operate sophisticated energy management systems, run balancing markets, and oversee ancillary service procurement. They develop grid codes that define performance requirements for generators, storage, and HVDC links, ensuring that new resources support stability. TSOs also produce public data on congestion, interconnection queues, and system adequacy.

As renewable penetration grows, TSOs collaborate with DSOs, HVDC operators, and market monitors to integrate flexible resources and grid enhancing technologies. They play a critical role in regional initiatives such as offshore grids, renewable energy zones, and resource adequacy agreements. Cybersecurity, resilience planning, and climate adaptation are now core TSO responsibilities.
